Saw a review of Google and it's products recently on ABC au. and the Google representative was boasting about it's ability to monitor all androids to gather intel on how fast each moved in traffic, to give valued updates on traffic to help traffic congestion in all area's.  Not sure how but, gps co-ordinates would seem like the answer here...enabled or not.
