Did you look at the pictures? It's unconditioned under the stairs and they plan to condition above the stairs. You insulate and vapor barrier between that space. The only time you don't insulate anything is if it's conditioned on both sides.

I have looked at the pictures.

I saw the vents in the roof, but figured that insulating/conditioning that space was a long ways off.

What sticks in my memory is this view with the stairs already closed in.
