The whole area is confusing.
The largest province of Belgium is also called Luxembourg and is next to the country called (Grand Duchy of) Luxembourg.
Belgium's Luxembourg province used to be PART of the Grand Duchy of Luxembourg.
An alien, seeing two Luxembourgs next to each other, might assume that a giant duplicating machine had been used.
To counter such fears, the Grand Duchy authorities might well put restrictions on telefacsimile (fax) usage.
