Arcane is better, it's a fact.

Incanter's Ward is a viable option on fights where the 18% mana return is constant, but Rune of Power is king on 90% of encounters.

Mobility isn't that big of a problem since you can have 2 Runes down at once and there's no longer a cooldown on it...With decent amounts of haste the cast is like ~1 second...Anticipate where you'll need to be and use blink to get there. Cast Scorch while you're moving if you've actually got to run there.

I'd think Incanter's Ward + Ice Barrier would do well on that, since Ward gets used before Barrier. Pop both, and stand in flanking orders.
