It must be your computer. I have a problem where MassLive.com displays properly on my new iPad mini but it has problems on my iPad 3 (top bar is cut off).
Here is a troubleshooting step and I do this to point the finger at Comcast when their CSR tries to blame my computer. You need another Internet connection such as a mobile broadband card or a neighbor who has another ISP who will let you use their WiFi (and do it with their permission, of course) and you connect the computer in question to another ISP.
I have used a mobile broadband card (mobile hotspot MiFi type device) to rule out my computer when a Comcast CSR gave me the "it's not our problem" attitude.
