Round Robin is Round Robin -- ie. packet #1 goes out pipe #1, packet #2 goes out pipe #2, etc.

Spillover is if pipe #1 goes over load x, then pipe #2 is brought up.

There is no "best" one; it depends on YOUR environment and YOUR needs.
