Time Warner should be at the bottom!
I don't think that chart is realistic. Roadrunner cable from Time Warner in Texas was just 0.99Mb, too slow to play a lot of stuff without buffering. On the other hand 20Mb DSL from Century Link is fast enough to play 2 movies at a time in HD if you want to!

Odd that you say that. My 50/5 TWC connection gives me 90 plus percent of its speed 99% of the time, in both directions, with pretty low latency. Netflix works perfectly over this connection...I've streamed several seasons of TV in HD and they've all looked great on either a 24" 1080p screen or a 27" 1440p screen (yes, I have a 1440p screen...it's nice).
