Peering. There was a time when SBC customers in Southern California rode SBC transit to San Jose, California (400-600 miles north) to jump on Level 3 transit, which then carried them back to Los Angeles, California (400 miles) before turning east to a Level 3 exit point in Atlanta, Georgia. SBC could have peered directly in Los Angeles, but I am guessing they got a price break to peer all west coast SBC traffic in San Jose.

Of course, it could be a temporary issue, routing around damage, or the like.
