With all due respect, you first said "pay less then minimum wage now" and now you are saying "paid 15% less than the prevailing market wage...".

Wages that are up to 15% below the average wage for an occupation in a specific region will be accepted; however, employers must clearly demonstrate that the wage is consistent with that of Canadian workers based on Statistics Canada data. Sounds like a bit of double speak to me, this was hatched in the spring and we'll see how it gets interpreted going forward.
