Exactly right -- and the problem with these federal grants is that they come with expiration dates, so agencies just hurry up and spend the money so they don't lose it, without taking time to properly manage the project.

Maryland has made the most of their federal grant, and quite a few of the counties are within a year or two of bringing the fiber rings online.
