The unstated question in all this is, are we at war with terrorists, or are we in a normal state of our justice system which can't do much until the crime happens?
I'd vote for Option B, if I had a choice. I would prefer to live with the supposed "threat" of terrorism and have all privacy intact for everyone.
One quick question... When were "hundreds of thousands" of people killed by a single terrorist incident? I can't recall that ever happening, unless you want to refer to WWII and Nazi Germany as a terrorist incident.
