If you're waved through with alcohol on a day trip, they're doing it because they're in a good mood, not because it's required. To quote my wife, if they do that "you're damn lucky and better say thank you to the officer."
My sister-in-law shops across the border 5-6 times a month and
brings back a bottle of wine every time. She has yet to be asked to
pay duty on it. We all know what the "book" says but they rarely
seem to bother with the dollar value or the wine/beer.
I think it comes down to having an officer inside do all the paperwork
on a $9.89 bottle of wine.
She is right up front with them about the wine and has it there to
show them. They seem to appreciate it. I know when I come back
from the mail drop I have paperwork and the items in the passenger
seat for them to see.
