It was a phased shutdown, so they may not have gotten to that city yet; I imagine they'd shut it down in that city, if it's still throttled, once they fixed the network.

One of the big reasons why Bell stopped throttling, in my opinion, is because the traffic share of the things they were allowed to throttle shrank. Netflix uses a rather lot more bandwidth now than it did when they started throttling BitTorrent. They couldn't throttle Netfilx (they're a direct competitor, there'd have been hell and lawsuits to pay), so throttling BitTorrent got less and less relatively effective.

Um, no. They tried to get someone to calm down on the downloading, as was posted here. But the CCTS would would come down on them.

And they haven't terminated anyone.
