But the problem is with a specific server. The ideal test would include that server, as well as others.

I know I can/do telnet to 465 from here, well away from Fairpoint. This is no problem while on sensible providers.

I can't address whether Fairpoint is blocking message submission ports. Having a copy of the send error would help.

Perhaps you could post the host name of Uni message submission server. Then a tech-savvy FP user could attempt to Telnet in to port 465.

He was unable to send email to his university account port 465. I was not consulted, but Fairpoint support convinced him he had to use THEIR server, port 25. And they don't even offer TSL/SSL.
