[Mobile] DNS weirdness with mobile IP addresses

why do all my Bell Mobile device IP addresses for the last few months resolve to ns1508.ztomy.com? this domain appears to be in the Virgin Islands. its registration info is shielded. it appears to be controlled by some akamai DNS servers. and it is connected to a whole whack of shady websites, as well as a bunch of random US government domains.

a whois lookup of the device IP addresses shows them to be in a Bell netblock, but a reverse DNS lookup translates them to ns1508.ztomy.com. i first noticed this while auditing my lastpass login history, and began to investigate.
