[Internet] Bell Modem Blocking Outbound Ports?

Hi, I just arrived at my parents house, and they are using Bell internet. The internet seems fine, but for some reason it seems outbound ports are blocked??

I'm in the Connection Hub preferences, and I don't see any way to disable this. I can't ssh into my server which I configured to use port 8820. However, if I VPN first, then I can ssh.

Is this an issue with the modem/router or should I call Bell?

Just a guess but it may be the Firewall on your parents PC blocking the outbound.
