[Excel] Excel 2013 Open-File error

Excel 2013
Dell w/ Intel Core2 6300 1.86 Ghz, 3GB memory, Win 7 Ult 32bit, Office 2013 32bit.

This is what I get when I first open an existing Excel file. To view the data in the file, I have to VIEW-> Arrange all. Then the file displays properly.

Anyone seen this or have an idea what's going on?
