I do not understand your choice of QOS numbers.
Using a Default BW of 10200/1220 and a recommendation of 8160/976, then the difference is 244 on uplink, but 2040 on downlink, which is not symmetrical?
Shouldn't VoIP requirements be the same in each direction?

I used a very conservative 80% as a starting point because the _minimum_ throughput is based on a few (or less) samples.

We really need the minimum throughput over a period of time (at least a week, and taken at different times of the day).

Once we have that figure, then we can introduce the desired throttling (and perhaps other needs that may not have been mentioned yet), and slowly tune it.
