Ahh, makes sense. Would the same explanation apply to the packet loss on the first hop ping of the second link (ip 70.169.75.154)? I've had packet loss to that ip on all my line quality tests with the exception of 1 (first link in the op).

The key to recognizing true packet loss vs. ICMP de-prioritization is to look to see if loss continues past the hop in question. For example if hop 3 is showing loss but hop 4 isn't and you have to go through hop 3 to get to hop 4 then hop 3 can't be losing packets.
