Sounds like the HOSTS file has been modified by malware. It may not be possible to fix the HOSTS file if malware still has control of it.
I'd try using an offline virus scanner. That is one that is run from a USB stick/CD/DVD etc rather than in a running Windows system. -- Don't feed trolls--it only makes them grow!
