Has there been a resolution on this issue? Sounds like you have a dynamic IP address and your ISP's server has you setup with a 15minute "time to live or TTL". It will release and refresh every 15 minutes. Frequently giving you the same IP, but has reset the timer. I expect one way to solve this is to buy a static IP from CL. No more TTL.
