They do it because it actually gets customers, not random idiots who will enter any contest, even if they aren't "allowed" to enter it because they aren't in the country listed in the prize rules.
Whch is why most of the contests and sweepstakes have problems here in quebec. By law there mus be no purchase necessary. So there has to be an alternate method of participating if codes are given out, for example.
