For windows and video card. Did you change the power saving settings? I know Nvidia Control Panel has one.

For the bios, Primary Display. Is it set to PEG? Have you disable iGPU? On the NB PCIe Configuration, set it to Gen3 for both.

For the Mainboard, You did plug the video card close slot to the CPU right? PCIe x16_1 slot?

Also for the mainboard, you did use the ESP12v 4pin? Instead of just 2pin. Upper left corner of the mainboard.

I'd check this also.

On my first boot up with my Z77 board, the MB defaulted the RAM to 1333. I had t manually set it to 1600.

Download CPUz and GPUz, and start taking picture.

Oh, for the cpu.. is it default setting? Disable Speedstep.
