After this problem got worse, I was able to verify that it was the Comcast connection that was the primary problem. (There's still something funky going on with the AT&T as well). The primary problem was that the uplink side of the source point which is on Comcast was dropping packets. Oddly even with the dropping of packets the line tested well with all basic tests. Had it not been running a continuous UDP data stream that behaves very badly on dropped packets you would have never known.
