I guess the building wants Verizon to pay for 2 union maintenance workers to supervise each Verizon worker on the property for the entire duration the Verizon work is on private property. Verizon won't pay.

Why should it be a union issue if the employees are VZ union members to start off with. Or did VZ find a loop hole and decide not to hire non-unions?

It has nothing to do with unions or colocation... the building owners can be convinced (paid) to sign exclusivity contracts which disallow other services from coming in for a certain period of time.
