295.ca is the cheapest you'll find for dialup. Some cell carriers have USB sticks as low as $75, but the two that come to mind are Fido (which no longer offers that model, only a $200 LTE hotspot), and Videotron (who probably doesn't service the area you're visiting).

If you just need basic use, dialup is probably your most affordable bet.
