SPA2102 can't recieve incoming calls

My setup is
DSL - Netgear(modem/wireless router DGN3300) - SPA2102 ATA

I can dial out calls but can not receive calls. Callers hear busy tone.

My Netgear router's IP address is 192.168.0.1 where as am using 192.168.1.1 for web setup of SAP2102.

Do you think these IP address is the problem?

I don't think the IP addresses are the problem.

When you look at the Voice/Info page of the SPA2102 do you see either Line 1 or Line 2 having Registration State = Registered?

Usually this is a NAT issue. Try putting the ATA in the router dmz.
