[FiOS] Fios slow at night in Kirkland, WA; Tech support is usele

My Fios runs slow at night. I'm supposed to have 15/5 but only have it during the day. My speedtest.net results are 100ms, 2.67 down, 1.4 up. During the day, I would get 10ms latency and full speed.

I have spent over 5+ hours on the phone over several mornings to no avail. They can't seem to help me as their Network technicians department is closed when I am experiencing the slow down. They did send me an e-mail with instructions to run tracert during the slow down. When I called back with the results on 1/5/2013, the female tech support representative had no clue what I was talking about. She could not connect me to the network department and told me she could not accept e-mail with the tracert results. Not true, as I received an e-mail with instructions. She then went on to tell me that she sees where I called in but there are no detailed notes?!?

Here are my results:

I want to note that while I do use a linksys router, I have plugged the line directly to my computer and experienced the same slowdown. I have rebooted my router and the battery backup which does not do anything. I am convinced the problem lies outside of my house but everyone I talk to at Frontier says they have never heard of this problem.

My contract is up in February and will likely go elsewhere.

It looks like an issue on the CORE router on the 4th hop:

Huh. I'm in Kirkland also but haven't noticed this. I'll pay attention though.

Here's my routing from Kirkland on a Sunday morning at 10AM. I'll try again some night this week.

I live in Bothell and I've started experiencing this slow-down in the evenings as well (several weeks). I have a static IP, business FIOS connection (35/35).

Support options are somewhat better with a business account in that I speak to a human fairly quickly. However, the troubleshooting that is done is a mystery "behind-the-curtain" sort of experience. I call, I complain, then magically the speed pops right back up to what I'm paying for. The support tech never gives details as to why speed was slow and non-complaint with the service plan I'm on. It truly is magic as to how service speed is restored. Frustrating.

Sometimes unplugging the Frontier FIOS box power from the wall and leaving it off for an hour or so clears up the speed issue. Sometimes not.

BTW - I connect from the FIOS box via ethernet direct to my personal cisco router (I sent the actionec junk back to Frontier). I have a static IP, 35down/35up business account, and use google dns settings.

If anyone has any insight - please share your knowledge/experience.
