You can get a free CallCentric account (the IP Freedom Account) and get an iNum with it. To do so, you go to the menu to order International numbers, then select [iNum] as the country. Be aware that you will be asked the standard 911 question (will the service be used in the US/Canada). To avoid a 911 fee, you need to answer [No]. I'd have no problem doing that, but that's a personal decision. Also, maybe you'd want to answer [Yes] and get that 911 service for 1.50 a month, as your in-laws other providers don't have 911 anyway....
Voip.MS offers iNum but I thought that you needed to have a positive balance. I might be wrong.
Localphone offers free iNum, but no chance for 911.
