best place to report packet loss?

I have two ATT hops that im getting packet loss on. 99.190.116.2 and 75.20.0.206.
I tried emailing their whois links, but they appear to all be dead.

Are you seeing packet loss at the destination? No packet loss at the end means no packet loss on the way. Without evidence of packet loss, you won't get far.

im asking where to report it properly because their WHOIS lookups are all out of date/dead.

a simple tracert shows you if you have PL per hop or per target.
its two hops and is ranging from 20-60% PL per hour.

A simple trace route does not show "packet loss per hop". It shows the flow of packets end-to-end. I've never heard a good explanation of how packets can be "lost" on the fifth hop, but not on the last hop.

Post your entire trace route from your CPE to your destination. Meanwhile, analyze this trace:

I understand that you may be used to simple forum posters, but i'm not. I know the difference between ICMP disabled routes and recent issues.

all im looking for is a valid contact place for ATT thats someplace past level 1 support in india.

I don't see a problem in your trace. 100% of your packets are returning from 'wotus1-slave-54.worldoftanks.com' with an average RTT of 86 ms to 87 ms. My RTT average to the same destination is 99 ms, but my ADSL2+ connection is Interleaved.

The WHOIS contact information is probably the wrong place to go. You need the NOC contact. Perhaps one of the techs in the AT&T Direct forum know where to escalate your complaint.
