If Adobe posts it openly on their own site with the serial numbers to activate it and keeps the site up after it is realized that other-than-previous-owners are downloading it, it's free for everyone as far as I'm concerned.

They'll probably wind up getting more customers for their current programs by giving more people an actual familiarity with their old versions - rather than their products just being a known brand name.

There is apparently some wiggle room in the wording Adobe has used as well, so it may still be legal, even if it wasn't their intent to give it away. As many have said, Adobe you screwed up. At least spin it in your favor.
