Diagnostic process is to eliminate everything you can.
Have you swapped cables between PCs?
Have you swapped ports on the router?
i.e. Determine if the problem follows the new PC, the router port, or the cable.
Have you tried PC to PC transfer on your internal LAN? Is the new PC slow when sending files from it?
