I agree, she should send a letter by certified mail to the apartment management and the rent control board denying the allegations.
Also, be sure to spell out what you were told by the staff each time you inquired, along with their name. That way, it's on record that they told you that you they were just going through the motions to appease a difficult tenant.
They should be telling the complaining tenant find a new apartment, not you, since they are the problem and anybody else who moves in next to them will likely go through the same crap.
