can't connect to some websites...sometimes

Odd issue with Belkin F5D8235-4 v2000
I've only seen this on some Government of Canada websites.
For instance:
»www.servicecanada.gc.ca/
I can get to the site one day, a few days later I get "unable to display webpage", at first I thought the servers were down because If I check some other Government sites I get same error. In every case sites I visit regularly are still accessible. If I restart the router, I can get to the sites again. A few days later the issue seems to repeat itself, once again a router restart restores site access. Any idea what the root cause might be?

Happened again today.
I am going to try changing from providers DNS to Opendns to see whether that cures the issue.
Router restarted after dns change site became accessible.
