Thinking of DSL 25 and VPN

Currently I'm on DSL 6 and thinking of upgrading to DSL 25. With the new internet privacy laws, I'm also thinking of using VPN. But not sure how would it affect the speed if I upgrade to 25. Will the negative effect of using VPN negates the upgrade?

Also how are people with DSL 25 in the Markham area? Is there a free trial month or something to test out the speeds?
