[WIN7] some settings are managed by your system administrator

First, when attempting to change Windows Update settings I find the following at the top of the page:

some settings are managed by your system administrator

WU is working just fine as I have downloaded and installed several updates.

Additionally, IE is not displaying images on any web site and at least one application, Skype, is not displaying images.

Here is what I have tried so far:

Repair Windows Updates, File and registry permissions, IE, and file associations. Also, I re-registered System Files.

Of course, I thoroughly scanned the computer for all variants of malware.

This is a friends Dell Notebook which is not used on a domain or connected to any corporate site.

Any suggestions?

Never.

Since the original post I tried Firefox and running in Safe Mode but nothing changed.

On another note, the PC is Win 7 Home Premium so there is no Policy Editor.

Yes, only one user on the Laptop and it is the Admin account.

**Update**

This morning I decided to proceed forward with Cudini's recommendation and here is what I encountered:

First, I created a Restore Point then checked the contents of the Group Policy and GroupPolicyUsers folders and found them to be empty. Next, I started with the VBS file which would not execute by double clicking or right click and open. So, I used the batch file utility and rebooted but it failed to correct the problem. I checked for the presence of the aforementioned folders and they were no longer present.

Any more clues (error or info messages) in the eventviewer logs? Did you reinstall Skype and repair IE

No additional clues, nothing in event viewer. Yes, I repaired IE (several times), Windows Updates, File Associations, File and Registry Permissions and re-registered System Files. I also ran one or two more of the repair options in Tweaking.com Windows Repair.

***RESOLVED***

A "friend of a friend" who works IT for a major Corporation offered to sign in to the computer and take a look. He resolved the windows Update issue by deleting a key in the registry:

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU]
"NoAutoUpdate"=dword:00000001
"AUOptions"=dword:00000001

He then resolved the issue of the Web pages and applications only displaying text by changing the Theme from High Contrast to Windows 7 Basic.
