Unless the supervisor is rewarded for lowering plant ticket counts. Perhaps he thinks it will go away if he stalls long enough and then he'll get a slightly larger monthly incentive reward (whatever that is).
I'm not excusing his actions but incentive abuse can cause companies to do things that are counterproductive.
