Netgear 716t

I have a smart switch (I realize it is not a router, like the forum says, but I can't find a better place to put this) that I wish to connect to a cable modem. It is my thinking that I should disable the DHCP in the cable modem and assign a static IP to the switch, so that the Netgear should issue all ip's on the network. Is this correct?

Also, I am looking for something like a DMZ so that I can make one device, a networked DVR, accessible from outside (WAN side). I have a static address for the cable modem.

Where is the flaw(s) in my thinking?

Thanks for any suggestions!
