All three companies offer what you require, and $2/month plus usage is a reasonable expectation. You will need to verify with each company that it can port your number as the area code only is not enough to determine whether or not a number is portable.

If incoming Caller ID name is important to you, choose Callcentric or VoIP.ms as they support Canadian Caller ID.

Of the three choices...

Anveo has automatic geographic redundancy.
Callcentric is the easiest to configure.
VoIP.ms offers support in French.

If Anveo can port his number, I guess he'd go with the $2 incoming plan (probably ported numbers won't be eligible for the $1 incoming plan) plus their small 911 fee plus outbound usage....

Yes, that might work.

Still hard to see how any provider can make money doing that.
