Well I dont think there is vibration in the iPad... At least I have never heard it. But it should chime on pluggin in the power.

I assumed it would vibrate like my iPhone does when I plug it in (the ringer is set to vibrate)

But the iPad is not a phone so there's no "vibrate" -- the iPad doesn't vibrate for anything else, does it? But I should think there would be a chime if the volume isn't set to zero and if the hard mute button is off... (compare Settings>>Sounds screens on each, there's no Vibrate section for the iPad).
