Huge packet losses on SBCGlobal/AT&T (U-Verse)

I am having big problem watching streaming from thriver.com (only during the Evening hours and seems to be happening so far only when connected to them). Speed test shows less than 1.5 Mbps to their server during this period of the day. During the day sped is at about 1 Mbps. TV service provider is pointing at AT&T routing problems and I ran some line tests - see attached file. So far two attempts to talk to first tier support at AT&T did not result in any progress. I wonder what can be done (except changing ISP)?

I see nothing wrong with that line test. AT&T's routers are programmed to ignore most (but not all) ICMP traffic and so traceroutes within their network will appear to have major packet loss but will still pass internet traffic fine.

Even if it is "bad routing" AT&T will not do anything about it for a single user or website. You can try and wait it out in hopes that maintenance on a router shifts the traffic to another route, but that may or may not happen.

I don't see any packet loss to speak of. Destination shows 0% packet loss from the U.S. West coast, and negligible (2%) packet loss from the Central U.S. I get 2% from the Central U.S. on a connection with no problems:

Are you on an Interleaved data path? Your latency is comparable to mine; which is an ADSL2+ Interleaved connection (Sonic.net "Fusion", not AT&T "U-verse HSI").

The only thing I see from your results is that the "medium bandwidth", and "higher bandwidth" stream tests were not performed. I don't know the significance of that.

The service is provided as U-Verse (15 Mbps down and 1.5 Mbps upload), I am using 2Wire 3600HGV modem, so I should be on U-Verse?
Is there any test that points out if the problems are in the AT&T backbone or at the TV service provider? I am stuck in the middle and really do not know what to do. I understand that AT&T will not change routing for one user or server but I need to make a decision if I should keep either the ISP or the TV service. As the TV service is the only one around that seems to work (it actually worked without a problem until about two weeks ago) this decision is not trivial.

If you can identify the IP address of the actual streaming server (it probably isn't 'tvriver.com', or the login server) you run 'tracert' from a Windows command prompt. Be aware that figuring out which, of a myriad of IP connections, is the streaming server isn't easy.

In order to rule out local connection issues, follow ILpt4U See Profile's suggestion. It will be quicker and easier; and, if it points to a fixable problem, you won't have to figure out a trace route target.

TVRiver gave me an IP address to test the connection (not certain if it is the IP of the streaming server). During daylight hours I am connecting at over 11 Mbps, after 5:30 PM Today (and generally during Evening hours) it drops to below 1.5 Mbps. The IP address is a mini speedtest webpage - "http://38.126.41.221/speedtest/".
I am afraid that the set-top box I have for accessing the streaming service does not have a proxy field (probably finding a proxy server IP is not that difficult). I will dig in the settings of the box and if I can add a proxy I will try to do it this way.
Will try the rest of the suggestions as well, thanks to all of you for all the help!
