That does not sound right to me. I know I have the triple play, and I am only billed for one modem (see pic above).
If you go online, and click on the "Management Equipment" icon near the bottom of the page, how many modems show up? I know I did have a problem with multiple modems being listed on my account, however I was never billed for them. With ComcastSteve's help, he was able to remove the old modems and now I just have one listed (which is the one I currently have).
It sounds like you may have multiple ones listed, and are, unfortunately, getting billed for each one.
