[Speed Issues] Speeds are awful weekends and evenings Grants Pas

I am on the 100mb/5mb tier and speeds at 1am on are full. Weekends, during the day some times and especially evenings. Speeds drop big time. As you can see. Anyone else having this problem? Equipment wise on my end. Ubee U10C035 (modem) and Linksys E4200 V1 (router). Everything is great and signals are solid.

Try the Roseburg »www.speedtest.net/result/2448236004.png

I've found that the Medford server always runs a bit slow

I'm on 30/4 Mb profile, with an Arris modem. Maybe some "boost" but not sure.

Upload is always fine. Only the download sucks.

Speedtest.net is about as inaccurate as can be on half their map for me. This test is about usual for download, but the upload stinks! I do have QoS setup to allow traffic to VOiP on the upload though, but not THAT much. Not that this means anything to you, but gave me an excuse to test!!

I'm on the 30/4 plan is all also.

Edit:
The Opera browser doesn't copy & paste the url from that site correctly. Added the top half image manually.
