In my experience, most customers use the term *basic* to describe standard or expanded service (such as in cable tv). TW does have a basic hsi speed (up to 3 Mbps - used to be 1.5) and standard, up to 10 Mbps. Hundreds of consumers do not have a need for a fast connection....I even have a friend who still uses dial-up.
