Well, the modem numbers for the downstream power are close to the bottom end limit, but not causing you any problems as indicated by the BER (bit error rate) of 0.0% on all channels.

This looks therefore like a congestion issue somewhere.

Your stats are fine. It could be congestion ANYWHERE. Those speedtests look reasonable though, which tends to suggest the pipes out from Start to wherever Netflix is being served from but that's hard to say.

The speedtest site and Netflix will go through the same TorIX path (and is running under 10% utilization).
