Just got off the phone after experiencing and recording avg speeds of ~6Mbps over 4 day period (paying for 20Mbps). My address, and, from what I gathered, most of Louisville is currently in a known speed issues zone and has been for the last couple months with no ETA on a fix. I was given apologies, and a quarter-month's credit.
