My theory the hum is generated deliberately, coming from a large scale crystal oscillator. Its a radio beacon.The aliens set this up as part of their interplanetary navigation network.

The US Navy has used VLF & ELF transmitters in the Upper Michigan Peninsula and Wisconsin for communicating with submarines while they are submerged and otherwise incommunicado. Perhaps this has undergone some sort of upgrade/enhancement which creates some harmonics observable in the Windsor area.

VLF is still running.
The US has NOT stopped communicating with its submarines this way.

I think you would need to stay for a while and get acclimatized to notice. Staying that long in Windsor is just not worth it

Nope They use HAARP for that now... For which I am surprised no one has made a mention of yet.

With only a few people being able to hear/recognize the noise It could very well be mind control experiments run by the shadow government (targeting a certain individual).

LOL no the frequency to affect certain inner ear functions of balance/sensory data are not the same as the internal resonant frequency of sodium or potassium chloride.

Not necessarily. It could be that a number of man-made structures along the wavefront resonate at very low frequencies, and hence there's no directionality as perceived by people - it might just appear to come from everywhere - sort of like a sub-woofer, which is hard to localize.
