Not sure where you were trying to trace to but that connection looks like it dropped off on an AT&T server in San Diego.
As far as your speeds go have you tried Speedtest.frontier.com??
When is the last time you powercycled your modem? What modem are you using?
How often do you clean up your computer/cache and cookies?
Are you speeds the same when you test in safemode?
Basically is your computer clean and up to date and are you sure there are no issues there.
Are you speeds like this all the time or only at certain times of the day? There could be congestion issues in your area. I would say call Frontier and ask them to check to see if congestion is the issue. I always call them at 1-800-239-4430 when I have questions, they are usually pretty helpful.
Also, modem stats would be helpful.
