If its Only at night and it Effects FTP, And netflix then its not netflix related, I would say your connection as a whole is effected just the speed test doesn;t swing the problem as its such a short duration. I would look internal - Modem router Pc Ethernet patch cord. etc.. i assume u did all this.. and i assume the issue remains but just a thought, if u want to do excessive tshooting u can ask a neighbhor or some such to let u try there line with yer modem or a friend to bring his Modem be it rogers or start the issues should be the same if they are isolated to your area etc.. The darkside of troubleshooting rofl p:)

It's not a modem issue, or the BER (bit error rate) would be a lot higher.

Make sure that there's nobody else using your wireless (secure it) on the upstream. That would definitely impact your downstream from other than speedtests but likely leave the speedtest unimpacted.

This is not only him experiencing this problem, its me too, from time to time.

I will make some screenshots and post them here maybe tonight if i start having the same issue, maybe OP should do that too.
