It's working now. I see that I've got a completely new range of IPs. This one starts with 99. Previous IPs all started with 75 or 76. So they had failed to change something in their system which assigns me to the tier of IPs based on my location and speed. Why didn't they do it automatically? Why put me through all of this time & trouble for something that should be routine? Nothing about AT&T works right. Their website is a nightmare.
